[RE-WIND 2011][#7] BUDGET 2012

KUALA LUMPUR - 7 October -: Highlights of Budget 2012 tabled by Prime Minister Datuk Seri Najib Tun Razak in Parliament Friday.

- Last year our FDI growth was the strongest in Asia and in the first 6 months of this year have already reached RM21.2bil

- In 2012, private investment is forecast to climb 15.9%, supported by foreign and domestic investment

- GDP in the first 6 months of 2011 was 4.4%, driven by strong domestic consumption

- In 2011, the economy is forecast to grow by 5-5.5%

- Private and public investment are forecast to increase by 15.9% and 7%, supported by foreign investment, the ETP and 10MP

- In 2012, the service sector is expected to grow 6.5%, the construction sector 7% and GDP is forecast to be between 5 and 6%

- Budget 2012 allocates RM232.8bil for Government plans, including RM181.6bil for management and RM51.2bil for development

- RM29.8bil has been allocated for investment in infrastructure, industrial and rural development

- RM13.6bil has been allocated for the social sector, including education and training, welfare, housing and community development

- Total revenue for 2012 is forecast to increase 1.9% to RM186.9bil and the deficit to decrease to 4.7% of GDP from 5.4% in 2011

- The theme for Budget 2012 is “National Transformation Policy: Welfare for the Rakyat, Well-Being of the Nation”

- We will focus on accelerating investment and further liberalise 17 services sub-sectors, in places enabling 100% foreign equity.

- RP2 will be implemented in 2012, and it will be allocated RM98.4bil, to be split evenly between 2012 & 2013

- RP2 main projects will include the East Coast Highway from Jabor to T'ganu and road upgrades from Kota Marudu to Ranau

- RM18bil of the RM20bil PPP Facilitation Fund will be used for high impact projects, with RM2 billion for bumiputera entrepreneurs

- In 2012, the Government will allocate RM978mil to accelerate the development in five regional corridors

- The Treasury Management Centre will be established and offer incentives to develop M'sia as a competitive financial centre

- We will develop the Kuala Lumpur International Financial District, with incentives including income tax exemptions for firms

- We will develop the Kuala Lumpur International Financial District, with incentives including income tax exemptions for firms

- Income tax exemptions for non-ringgit sukuk issuance and transactions will be extended for another 3 years

- To promote the development of Exchange Traded Funds products I-VCAP will provide RM200mil for Shariah-compliant ETFs

- Felda GVH will be listed on Bursa Malaysia by mid-2012 to raise funds for the company to become a global conglomerate. Felda settlers are expected to receive a windfall, and the amount will be announced before listing

- A RM2bil shariah-compliant SME Financing Fund managed by selected Islamic banks will be established in 2012

- A RM100mil SME Revitalisation Fund offering loans up to a maximum of RM1mil for entrepreneurs will be available from Jan 2012

- Full exemption of import duty and excise duty on hybrid cars and electric cars will continue to be given until 2013

- To promote tourism, the Langkawi Five Year Tourism Development Master Plan will be launched with an allocation of RM420mil

- The real property gains tax will be reviewed so it doesn't jeopardise the ability of low- and middle-income groups to buy homes

- The Malaysia Healthcare Travel Council will be privatised to promote and develop Malaysia as a healthcare destination

- Budget focuses on developing human capital, creativity and innovation and 2012 will be the National Innovation Movement year

- The Govt has allocated RM100mil promote innovation including the 1Malaysia Award (C1PTA) for innovative student inventions

- To enable SMEs to commercialise research products a Commercialisation Innovation Fund totalling RM500mil will be established

- RM50.2bil will be allocated to the education sector so that it can continue to develop talented, creative and innovative people

- RM1bil will be provided through a special fund for the construction, improvement and maintenance of schools

- We will abolish payments for primary and secondary education, making these free for the first time in our history

- Private schools registered with the Education Ministry will be given incentives including an Investment Tax Allowance

- The Govt will give tax exemption for contributions to educational institutions and all places of worship

- To encourage private sector human capital development incentives including a double deduction on scholarships will be offered

- Budget 2012 introduces a Rural Transformation Programme, so that rural areas can attract private investment and create employment

- RM5bil to develop rural infrastructure, including RM1.8bil to the Rural Road Programme & Village-Link Road Project

- RM500mil to expand the programme to supply clean water to the rural community in Sabah

- RM400mil to upgrade the water supply infrastructure in selected Felda areas

- To provide greater access to bank services for the rural population, Bank Simpanan Nasional will appoint agents in rural areas

- RM90mil for the Orang Asli for basic necessities, including the expansion of the clean water supply project. For the Orang Asli affected by the landslides at Sungai Ruil, RM20mil is provided for their relocation to new homes

- 600,000 Govt pensioners will benefit from an additional annual pension increment of 2%

- Civil servants get pay rise between RM80 to RM320

- Govt will extend the compulsory retirement age from 58 to 60 years old to optimise civil servants' contribution

- Civil servants will be offered tuition fee assistance for part-time studies, including 5,000 masters and 500 doctoral scholarships

- A special programme will be introduced for 175,000 army personnel who are not eligible for pensions

- RM3,000 will be given to ex-members of the special constable and auxiliary police as well as widows and widowers

- The Govt is mindful of the plight of the rakyat due to rising food prices and will take measures to address this

- The National Agro-Food Policy 2011-2020 will be launched and RM1.1bil allocated for the development of the agriculture sector

- In the spirit of “People First,” all subsidies, incentives and assistance totalling RM33.2bil will be continued

- 500,000 will benefit from KAR1SMA, which provides assistance to poor senior citizens and children and disabled people

- My First Home Scheme will be expanded to increase the limit of house prices from a maximum of RM220,000 to RM400,000

- Govt will identify areas in the vicinity of MRT, LRT and other public transport to be developed by PR1MA

- Govt will continue to implement the Program Perumahan Rakyat by building 75,000 units of affordable houses

- Govt will establish the Special Housing Fund for Fishermen to build and refurbish houses

- Healthcare will be allocated RM15bil operating expenditure and RM1.8bil development expenditure

- Hospitals will be upgraded and constructed as well 81 rural health clinics upgraded and 50 new 1Malaysia clinics launched

- Hospital Kuala Lumpur - the oldest in Malaysia - will be upgraded to be the country's premier hospital

- Skim Amanah Rakyat (SARA) 1Malaysia will benefit 100,000 households with income below RM3,000 per month

- To assist taxi owners facing increased operating costs, measures will be introduced including tax exemptions on taxi purchases

- The National Legal Aid Foundation will ensure that every individual who is charged in court will be given free legal aid

- To assist the homeless, the Govt established a social assistance centre known as Anjung Singgah

- A training allocation of RM10mil will be provided for women to develop leadership and managerial skills

- To prevent cervical cancer, the Government will provide free Human Papilloma Virus immunisation nationwide

- MyCreative Venture Capital with an initial fund of RM200mil to be established

- RM15mil will be allocated to build 150 futsal courts to achieve the “One Court for One Mukim” target

- To ensure the welfare of retirees measures including a tax relief on Private Retirement Schemes contributions are introduced

- Senior citizens aged 60 years & above will be exempted from outpatient registration fees in Govt hospitals & health clinics

- One-off assistance of RM500 to households with a monthly income of RM3,000 and below will be provided

- For those in private sector earning RM5000 and below, employers' EPF contribution will increase from 12% to 13%

- Book voucher worth RM200 will be given to Malaysian students in all private and public institutions of higher learning

- Civil servants will be given an additional bonus of half-month salary and pensioners RM500

[RE-WIND 2011][#6] Victory for the All Blacks

The 2011 Rugby World Cup was the seventh Rugby World Cup, a quadrennial international rugby union competition inaugurated in 1987. The International Rugby Board (IRB) selected New Zealand as the host country in preference to Japan and South Africa at a meeting in Dublin on 17 November 2005. The IRB Council eliminated South Africa in the first of two rounds of voting.

The tournament was won by New Zealand, who defeated France 8–7 in the final. South Africa, the defending champions, were eliminated by Australia 11–9 in the quarter-finals. It was the largest sporting event ever held in New Zealand, eclipsing the 1987 Rugby World Cup, 1990 Commonwealth Games, 1992 Cricket World Cup and the 2003 America's Cup. Overseas visitors to New Zealand for the event totalled 133,000, more than the 95,000 that the organisers expected. However there was a drop in non-event visitors, meaning the net increase in visitors over the previous year was less than 80,000.

The games ran over six weeks commencing with the Rugby World Cup 2011 Opening Ceremony showcasing New Zealand's vast history and diverse cultures on 9 September 2011. The final was played on Sunday 23 October 2011, a date chosen because it fell on a long weekend caused by the New Zealand public holiday of Labour Day (Monday, 24 October 2011). The final was played at Eden Park in Auckland.

After speculation that the number of participating teams would be reduced to 16, the IRB announced on 30 November 2007 that the 2011 tournament would again feature 20 teams. Twelve teams qualified as a result of finishing in the top three in each pool in the 2007 tournament. The remaining eight berths were determined by regional qualifying tournaments. Of the 20 countries that competed in the previous World Cup in 2007, there was only one change – Russia replaced Portugal.

The art deco Tanjong Pagar Railway Station. The large initials "F M S R" stand for Federated Malay States Railways. The four white marble reliefs beneath these initials are allegories of Agriculture, Commerce, Transport and Industry.

Tanjong Pagar railway station (Chinese: 丹戎巴葛火车总站; Malay: Stesen Keretapi Tanjong Pagar), also called Keppel Road railway station or Singapore railway station, was until 30 June 2011 the southern terminus of the network operated by Keretapi Tanah Melayu (KTM), the main railway operator in Malaysia. The land on which the station and the KTM railway tracks are situated was held by KTM on a 999-year lease. The station closed on 30 June 2011 and the Woodlands Train Checkpoint took over as terminus for KTM's Singapore services from 1 July 2011.

The main building of the railway station was gazetted as a national monument on 9 April 2011, completing one of the objectives of the new Points of Agreement between Malaysia and Singapore.

High intensity rainfall between 12–14 January 2011 caused major flooding across much of the western and central parts of the Australian state of Victoria. Several follow-up heavy rainfall events including Tropical Low Yasi caused repeated flash flooding in affected areas in early February in many of the communities affected by January's floods.

Many of the towns were previously affected by floods in September 2010, however the 2011 event was more severe, affecting at least four times as many properties with thousands of evacuations being called for by the State Emergency Service. As of 18 January, more than 51 communities had been affected by the floods. A total of over 1,730 properties had been flooded. Over 17,000 homes lost their electricity supply. The floods forced VicRoads to close hundreds of roads; and train services were also disrupted. The floods devastated farms with 51,700 hectares of pasture and 41,200 hectares of field crops flooded and 6,106 sheep killed. The Victorian Employers Chamber of Commerce and Victorian Farmers Union initially estimated that damages would amount to hundreds of millions of dollars, however the Department of Primary Industries later calculated a damage bill of up to A$ 2 billion.

Kevin Parkyn, a senior forecaster with the Bureau of Meteorology said "Victoria is experiencing one of its worst flood events in its history" after "a week in which rainfall totals have been smashed in parts of Victoria". Bureau of Meteorology senior forecaster Terry Ryan said "It's the worst flood in western Victoria in their history as far as our records go in terms of the depth of water and the number of places affected". The Premier of Victoria, Ted Ballieu has described it as "one of the biggest floods in the state's history".

A series of floods hit Australia, beginning in December 2010, primarily in the state of Queensland including its capital city, Brisbane. The floods forced the evacuation of thousands of people from towns and cities. At least 70 towns and over 200,000 people were affected. Damage initially was estimated at around A$1 billion. The estimated reduction in Australia's GDP is about A$30 billion.

Three-quarters of the state of Queensland was declared a disaster zone. Communities along the Fitzroy and Burnett Rivers were particularly hard hit, while the Condamine, Ballone and Mary Rivers recorded substantial flooding. An unexpected flash flood raced through Toowoomba's central business district before devastating communities in the Lockyer Valley. A few days later thousands of houses in Ipswich and Brisbane were inundated as the Brisbane River rose and Wivenhoe Dam used a considerable proportion of its flood mitigation capacity. Volunteers were quick to offer assistance and sympathy was expressed from afar. A large mobilisation of the Australian Defence Force was activated and a relief fund created. The head of the recovery taskforce was Major General Michael Slater, DSC, AM, CSC. The Queensland Reconstruction Authority was formed to co-ordinate the rebuilding program beyond the initial taskforce and a Commission of Inquiry established to investigate all matters related to the floods.

The 2010–2011 floods killed 35 people in Queensland. As of 26 January, an additional nine people were missing. The state's coal industry was particularly hard hit. The Queensland floods were followed by the 2011 Victorian floods which saw more than fifty communities in western and central Victoria also grapple with significant flooding.

[RE-WIND 2011][#3] BERSIH 2.0

The Bersih 2.0 rally (also called the Walk for Democracy) was a demonstration in Kuala Lumpur held on 9 July 2011 as a follow-up to the 2007 Bersih rally. The rally, organised by the Coalition for Clean and Fair Elections (Bersih), was supported by Pakatan Rakyat, the coalition of the three largest opposition parties in Malaysia, but was deemed illegal by the government. Bersih, chaired by former president of the Bar Council Ambiga Sreenevasan, were pushing the Election Commission of Malaysia (EC) to ensure free and fair elections in Malaysia. It demanded that the EC clean up the electoral roll, reform postal voting, use indelible ink, introduce a minimum 21-day campaign period, allow all parties free access to the media, and put an end to electoral fraud.

The police vowed to stop any rallies from taking place on the planned date on the grounds that all public gatherings without police permits are illegal. Having originally planned to march through the streets of Kuala Lumpur, Bersih decided to hold its rally at Merdeka Stadium after consultations with the Yang di-Pertuan Agong, Malaysia's head of state.

Supporters of Bersih claim that demands for electoral reform made during the 2007 demonstration fell on deaf ears. UMNO Youth and Perkasa planned counter-rallies, dismissing Bersih's demands for electoral reform, but Perkasa called off its counter-rally due to its inability to secure a venue and permit. Estimates of the turnout ranged between 10,000 to over 20,000. The protestors were unable to congregate at Merdeka Stadium as many were forced to disperse by police who were heavily deployed throughout the city. Police arrested more than 1600 protestors, including Ambiga and several opposition figures.

Manchester United lifted the Barclays Premier League trophy on Sunday, after beating Blackpool 4-2 at Old Trafford. The Red Devils relegated The Tangerines in the process, but it's fair to say United supporters turned a blind eye among the jubilant celebrations at The Theatre Of Dreams. Ji-Sung Park had opened the scoring, before Oliveira Anderson, an own goal from Ian Evatt and Michael Owen all did their part after B'Pool temporarily led 2-1...

Sir Alex Ferguson rested key players ahead of the upcoming UEFA Champions League Final against Barcelona. Edwin Van Der Sar led the team out as captain for his last game in front of the Old Trafford crowd. Rafael Da Silva and Patrice Evra patrolled the flanks, while Nemanja Vidic was paired with Jonny Evans in defence. Paul Scholes and Oliveira Anderson started in midfield, while Ji-Sung Park, Dimitar Berbatov and Luis Nani were up-front.

Blackpool looked the more dangerous, and Keith Southern should have had Ian Holloway's men a goal to the good after Charlie Adam gained possesion and whipped in a tasty cross. Matthew Gilks was forced into a save after a tremendous volley from Rafael on the edge of the box, and it would have been a goal to remember. Dimitar Berbatov turned on the style - but after his effort failed - the Bulgarian set-up Park to open the scoring on 21 minutes.

Berba took two touches after Darren Fletcher's pin-point up-field ball. The Bulgarian strike guided the ball to Park, who chipped over the Blackpool keeper from close range after holding off Ian Evatt's challenge. United were looking settled, and the statistics up until Park's goal showed that the home side were enjoying more than 70% possesion. The goal brings to 8 that the South Korean hitman has scored this campaign, showing how crucial a player he is.

Berbatov came close for The Red Devils, but Gilks held strong. Adam then attempted to catch Van Der Sar off-guard, but there was no such luck for the 25-year-old midfielder as his lobbed effort flew well over the bar. Adam proceeded to lunge-in on Park inside the area, but the clear-cut penalty was not given by referee Mike Dean... Another example how poor the standard of officiating is among The FA.

Ref. Dean made a farce of a later incident - awarding a free-kick to Blackpool when Vidic' alleged foul had been committed on Gary Taylor-Fletcher - who had already been flagged offside by the linesman. Despite seeing this, the referee allowed Charlie Adam set-up an take the disputed free. He scored. The Tangerine Army were now back in the game, thanks to a wonderfully executed dipping shot, which crossed the line after hitting the upright.

Adam will be proud of his achievement: Becoming the first Premier League footballer to score at Old Trafford in the first half of any match this season, and also since April 2010. Sir Alex Ferguson was livid with the referee's decision to award the foul - but supporters were still in good spirits - safe in the knowledge that even if Ian Holloway's side won the game, the Barclays Premier League trophy would still be ours.

Chris Smalling replaced Rafael Da Silva after the break, as Adam tried his luck again from a free. This time Van Der Sar stopped his attempt to get B'Pool in front. Berbatov - unmarked - rued a massive opening, after he headed over the bar when Nani floated in a delicious cross. Carlos Tevez hadn't scored for Manchester City in their game against Bolton Wanderers, and so the Bulgarian remained joint-top-goalscorer in the League.

Before the hour mark, the impossible had happened. Blackpool were well above the drop zone as Gary Taylor-Fletcher knocked the ball past Van Der Sar. David Vaughan sped forward, playing a one-two with Jason Puncheon before passing into the box for Taylor-Fletcher to flick the ball past VDS, onto the post, and across the line. Twice had the woodwork come to Blackpool's aid, but United were having none of it - they didn't want to lose !

lackpool were in dreamland, but the hosts set about responding. They did just that, as after 5 minutes, United were back level. Anderson passed the ball out wide to Park, who returned the favour with a ball towards Ando - waiting inside the box - placing the ball in the far top corner. What a way to score your first Premier League goal at Old Trafford, eh ?... A sign of more things to come from the talented Brazilian midfielder, SAF will be thinking.

Park was replaced by Michael Owen, vying to pick-up his first-ever Premier League Champions medal. United turned  up the heat even further on relegation-threatened Blackpool, as Berbatov forced a world-class save from Gilks. Scholes ensuing strike was defended, before Nani headed horribly wide in a gift of a position.

Minutes later, and The Reds were still in the opposition half. Smalling executed a low cross into the box, only for Ian Evatt to deflect the ball into the back of his own net when attempting a left-footed clearance. Ouch !... Holloway's side were now down for the count. It dawned on the noisy away fans that Blackpool were going to be playing Championship football next season, along with Birmingham City and West Ham United.

In an effort to clear his name, Evatt raced up the field, got the ball and went one-on-one with Van Der Sar. However, the experienced Dutchman closed him down, disallowing Blackpool any form of comeback. Berbatov's late cameo failed, as a shot from a tight angle and an aerobatic attempt went wide of the mark, but the Bulgarian ends the season as the Premier League top goalscorer thanks to his last name and the alphabet. Berbatov > Tevez !

There was still time left for Brett Ormerod to make his mark, but he couldn't get his volley on target. Michael Owen then raced free thanks to a clever ball from Anderson, scoring his 14th Manchester United career goal before picking-up a well deserved Premier League winners medal. Ormerod gave Blackpool fans one last thing to shout about, as he smacked the top of the crossbar. And that was that, referee Mike Dean blew the whistle, OT erupted.

For the 19th time in English domestic league football, Manchester United are Champions. Chief Sir Alex Ferguson and stalwart Ryan Giggs collect their 12th Premier League title, as The Red Devils move one title ahead of Liverpool as the most successful club in England. Considering the Barclays Premier League is the toughest domestic competition in the world, United really are sitting pretty on top of their perch. Take a bow lads, well done !

[RE-WIND 2011][#1] Japan Earthquake & Tsunami [Part 1]

11 March - Japan's most powerful earthquake since records began has struck the north-east coast, triggering a massive tsunami.

Cars, ships and buildings were swept away by a wall of water after the 8.9-magnitude tremor, which struck about 400km (250 miles) north-east of Tokyo. A state of emergency has been declared at a nuclear power plant, where pressure has exceeded normal levels. Officials say 350 people are dead and about 500 missing, but it is feared the final death toll will be much higher. In one ward alone in Sendai, a port city in Miyagi prefecture, 200 to 300 bodies were found. The quake was the fifth-largest in the world since 1900 and nearly 8,000 times stronger than the one which devastated Christchurch, New Zealand, last month, said scientists. Thousands of people living near the Fukushima nuclear power plant have been ordered to evacuate.

Japanese nuclear officials said pressure inside a boiling water reactor at the plant was running much higher than normal after the cooling system failed. Officials said they might need to deliberately release some radioactive steam to relieve pressure, but that there would be no health risk. US Secretary of State Hillary Clinton had earlier said the US Air Force had flown emergency coolant to the site. But US officials later said no coolant had been handed over because the Japanese had decided to handle the situation themselves. The UN's nuclear agency said four nuclear power plants had shut down safely. Measured at 8.9 by the US Geological Survey, it struck at 1446 local time (0546 GMT) at a depth of about 24km. The tsunami rolled across the Pacific at 800km/h (500mph) - as fast as a jetliner - before hitting Hawaii and the US West Coast, but there were no reports of major damage from those regions.

Thousands of people were ordered to evacuate coastal areas in the states of California, Oregon and Washington. The biggest waves of more than 6-7ft (about 2m) were recorded near California's Crescent City, said the Pacific Tsunami Warning Centre. A tsunami warning extended across the Pacific to North and South America, where many other coastal regions were evacuated, but the alert was later lifted in most parts, including the Philippines, Australia and China. Strong waves hit Japan's Miyagi and Fukushima prefectures, damaging dozens of coastal communities. A 10m wave struck Sendai, deluging farmland and sweeping cars across the airport's runway. Fires broke out in the centre of the city.

[RE-WIND] 2011: The Year In Review

Today is Christmas. In a few days, 2011 will leave us and mark into the history books. For us, 2011 bring us much happiness, much joy. For others, it brings beautiful and unforgettable memories. I had wanted to do such post like these in previous years. In fact, I think I did before. But, only to such extent of only one post, a short one, like a summary (I think I did it for last year). Anyways, for this year, I wanted to do something different. So what if nobody reads my blog (do I need others to READ it?) Yeah, I do. But who cares. If people don't like it. So what? (Like what Pink said: So What? I am a rock star? ... (^^) ...). So, with 5 days left and we will enter the new year, I will try to Re-Wind some of those major, big, significant events, locally and globally. Some of us may heard in TV, or read it the newspaper. Whichever way you may have heard it, let us bring back to the moment the event occurred. Ah yes, I was .....

Banjir! Flood!

Yesterday.. another history in the making for residents and people of Kajang apabila bandar Kajang mengalami fenomena banjir luar biase.. dari sumber aku bace kat surat khabau dan internet.. katenye last bandar Kajang banjir adalah pd tahun 1971... dan it was reported also that the water level reached as high as 1.5 metres!.. klu aku berdiri.. mau nampak kepale je kot.. anyways.. here are some of the images and pictures i manage to get on the internet [*I do not own these pictures..]
